Biography

Advocate of the High Court of Kenya | CS-K | AIGP | ACIarb | CPM Quency Otieno is a Legal Officer at the Kenyan Parliament with 5 plus years of experience, specializing in AI governance, AI safety and policy. He is an Advocate of the High Court of Kenya with expertise in Technology Law, Data Protection and Alternative Dispute Resolution (ADR). Currently pursuing a PhD, his research focuses on automated bias in ADM systems. He holds an LL.M in Intellectual Property and Technology Law from the University of Nairobi, with a specialization in emergent technology regulation, particularly Artificial Intelligence through AIA. Additionally, he is a Certified Secretary Kenya (CS-K) also a Certified Professional Mediator and an Arbitrator with the Chartered Institute of Arbitrators. Actively involved in AI governance, safety training, and capacity building.
