What the scores say about Burkina Faso

Burkina Faso has a composite score of 1.10 out of 4, in the Emerging tier, at rank 31 of 54. Of 80 indicators, 77 carry a score. Governance and Regulation is the strongest pillar at 1.40 and Implementation and Impact is the weakest at 0.60. The composite sits below the West Africa mean of 1.27 and the Africa mean of 1.33. The evidence shows one established instrument, a data protection law with an active authority. The National AI Action Plan is still in drafting, and the country has no AI-specific legislation and no dedicated AI governance body. The profile says the security context constrains institutions in several pillars.

P1Strategy & Vision1.20 / 4Emerging

Strategy and Vision scores 1.20, in the Emerging tier. Burkina Faso has no adopted national AI strategy. Consultations began in August 2025 to draft a National AI Action Plan covering 2026 to 2028, and the policy was in drafting stage as of June 2026 (S1.1, score 1; S1.2, score 0). The 2026 digital budget doubled to 61 billion FCFA (S1.3, score 2). The consultation workshop brought together government, private sector, academics and civil society (S1.6, score 2). The draft plan names health and agriculture as priority sectors (S1.7, score 2). No ring-fenced AI budget line is identified (S1.4, score 1), and the country has no adopted roadmap, AI-specific monitoring framework or review mechanism (S1.8, S1.9, S1.10, each score 1).

The Commission has no explicit AI mandate but has issued resolutions on direct marketing and third-party data sharing (G2.3, score 2). Its staff and budget figures are not publicly disclosed (G2.4, score 2). Burkina Faso has no AI-specific legislation (G2.1, score 1) and no dedicated AI governance body (G2.5, score 1). It signed the Malabo Convention but has not ratified it (G2.7, score 1). No AI-related enforcement actions are documented (G2.8, score 1).

Infrastructure and Data scores 1.25, in the Emerging tier, with 8 of 10 indicators scored. The profile records 3 data centres as of 2024 and a planned Tier III national data centre (I3.1, score 2). The Data Protection Law 2021 requires authorisation from the Commission de l'Informatique et des Libertés for international transfers (I3.8, score 2). Total data centre capacity is not publicly reported (I3.2, score 1). No hyperscaler local infrastructure is confirmed, no GPU or high-performance computing facility exists, and the announced sovereign cloud is not yet operational (I3.5, I3.6, I3.10, each score 1). Submarine cable landing points are excluded because the country is landlocked (I3.3), and foreign AI surveillance spending is a context flag, not scored (I3.9).

Computer science is not a mandatory school subject nationwide, and no government-supported AI reskilling programme operates at scale (H4.6, H4.7, each score 1). No dedicated AI degree programme is confirmed and no AI patents are filed domestically (H4.3, H4.5, each score 0). Language coverage scores 0 (H4.10). That score is retained and under second-edition review, because the Thresholds sheet lists Mossi and Dyula as covered by NLLB-200.

What is the Africa AI Governance Index?

The Africa AI Governance Index 2026 assesses 8 pillars of national AI governance. Each pillar is examined through 10 indicators. The Index is diagnostic. It measures formal governance instruments, not capability. Composite differences under about 0.1 are not meaningful.

How scores are built

A pillar score is the mean of the scored indicators in that pillar. Confirmed absence scores 0. An indicator where nothing could be determined is excluded from the pillar mean and reported as not scored. A score with no supporting evidence is excluded.

The composite is 15% of each of pillars P1 to P4 plus 10% of each of pillars P5 to P8, on a scale of 0 to 4. In other words, P1, P2, P3, P4 carry 15% each and P5, P6, P7, P8 carry 10% each.
